Effective development of the society is possible if the aspirations and actions of all bodies of the state are aimed at the emancipation of the individual, the statement of respect for human rights and freedoms. Freedom is a necessary condition for a full and comprehensive personal development, in such an environment people are able to elect their own path in life, realize their own interests and develop their abilities. It is known, that the Universal Declaration of Human Rights begins with the list of civil rights.

     This is no accident. The first place of civil rights among the entire catalog of human rights is not only due to the fact that historically they were considered before all others, but also due to their social significance. After all, without possession of life, dignity, freedom and security, all other rights and freedoms become meaningless. Kant believed in the existence of only one natural right - the freedom that is independence of forcing arbitrariness of another person. "He considered the property of the person "be your own master" as one of the fundamental properties.

     Implementing a new strategy for sustainable development of the country, the government should not interfere the privacy rights of a person and self-realization of his personality. Setting certain rules of law and ensuring their compliance with all its institutions and all citizens, the government must delineate those limits within which the citizen can act at his discretion without infringement of the rights and freedoms of other citizens. Of course, there are no rules without exceptions. In emergencies, the state has the right to restrict the freedom of citizens. However, such situations are usually short-lived.

     Under normal conditions, even in underdeveloped countries, human rights are the most important safeguard against abuse of power, the reason to come to the social consensus, to establish peaceful relations and cooperation with other countries. Thus, the government must realize that human rights are a priority over all other laws. This is the main idea of the modern development of the state. It does not matter whether you are engaged in metal forming, or heal the sick, or makes the laws - you have the rights and freedoms.
